The main issue here IMO was that D.C. is a federal area, similar to our enclaves (Puerto Rico, Guam, the Virgin Islands etc.) and not a State. In D.C. Congress has exclusive legislative authority under the Constitution.....so the rules are different there than they are in the "Sovereign" States.
I've always been a bit of a literalist and believed that the right to bear ANY arms by responsible adult Citizens should not be infringed upon......but I will admit that the likely reasons behind the original amendment (organized militias/policing or even overthrowing the government if it gets out of hand) are not applicable these days.
The interpretation of the Founder's intent in the Constitution by the Courts, as well as the executive branch has changed dramatically over the last two centuries.....and in the case of the executive branch a LOT in just the last 7.5 years!! This is by no means the "free" Country it was originally meant to be IMHO.
This is a small step, but at least it's not in the wrong direction.
